Do You Need a Permit for Solar in California? County-by-County Basics

Every solar installation in California requires a building permit and an electrical permit, at minimum. Some jurisdictions add fire safety reviews, structural assessments, or utility interconnection approvals. The requirements vary by county, city, and even by system size and type.

The good news: if you hire a licensed installer like VoltSol, you do not touch the paperwork. We handle all permitting, plan submission, inspection coordination, and utility notifications. Here is what the process looks like and what you need to know.

What Permits Are Required?

At minimum, every solar project in California needs a building permit and an electrical permit. The building permit covers structural attachments like roof mounting or ground-mount racking. The electrical permit covers wiring, inverters, batteries, and connection to your main panel or meter.

Some counties require additional reviews. Fire departments may need to approve rooftop access pathways and setbacks per California Fire Code Title 24. Homeowners associations may require design approval, though California law limits HOA authority to reject solar installations. Historic districts or coastal zones may add environmental or aesthetic reviews.

Off-grid systems that do not interconnect with the utility skip the interconnection approval process, but still need building and electrical permits. Grid-tie systems require utility permission to connect, which adds a separate application and timeline.

SolarAPP+ and Instant Permitting

Some California cities and counties have adopted SolarAPP+, a national instant permitting platform for residential solar. If your jurisdiction uses SolarAPP+, eligible systems receive automatic permit approval within minutes instead of weeks. The installer submits plans electronically, the software checks compliance with building and fire codes, and the permit issues immediately.

SolarAPP+ is available in select Northern California jurisdictions including parts of Sacramento County, Fresno County, and others. The program covers standard roof-mount and ground-mount solar systems up to 25 kW. Complex projects like carports, unusual roof types, or custom battery installations may still require manual review.

VoltSol uses SolarAPP+ wherever available to speed up timelines. In jurisdictions without instant permitting, we submit traditional paper or electronic plans and wait for the local building department to review and approve.

How Long Does Permitting Take?

Permitting timelines vary widely by jurisdiction. SolarAPP+ jurisdictions issue permits in minutes to hours. Traditional permitting takes 1 to 6 weeks depending on the county workload, completeness of plans, and whether any corrections are required.

Fresno County typically processes solar permits in 2 to 3 weeks. Sacramento County ranges from 1 to 4 weeks depending on the specific city. Smaller rural counties may be faster or slower depending on staffing. Expect delays during permit surges in spring and summer when solar installations peak.

After permit approval, installation can begin. Once installation is complete, the county or city sends an inspector to verify compliance. Inspections typically happen within 1 to 2 weeks of requesting them. After passing inspection, the system can go live. Grid-tie systems also need utility Permission to Operate, which adds another 1 to 4 weeks.

Who Handles the Paperwork?

Your installer handles everything. VoltSol submits all permit applications, prepares required plan sets, coordinates with the building department and fire marshal, schedules inspections, and handles any corrections or resubmissions. You sign the initial contract and the final completion paperwork, but you do not interact with permitting agencies.

Some jurisdictions require the homeowner signature on permit applications. VoltSol prepares the forms and sends them to you for signature, then submits them on your behalf. The whole process is managed remotely -- no need to visit the county office or stand in line.

What About DIY Solar Permits?

California law allows homeowners to pull their own permits for solar installations on their primary residence. You can buy components, design the system, submit plans, and do the installation yourself. The building and electrical permits are issued to you as the homeowner instead of a licensed contractor.

The tradeoff is complexity and liability. You are responsible for code compliance, structural calculations, fire safety setbacks, and electrical design. If something goes wrong during inspection, you fix it or hire someone to fix it. Many jurisdictions also require the homeowner to pass a basic electrical safety exam before issuing a permit for DIY work.

VoltSol does not recommend DIY permitting unless you have professional electrical or construction experience. The risk of failed inspections, unsafe installations, or voided equipment warranties is high. For most homeowners, paying a licensed installer to handle permitting and installation is worth the cost.

Permit Costs

Permit fees vary by jurisdiction and system size. Typical building and electrical permits for a residential solar system cost $200 to $800 combined. Some counties charge flat fees. Others calculate fees based on system size or project valuation.

Fire safety reviews, plan check fees, and inspection fees may add another $100 to $300. Utility interconnection fees for grid-tie systems range from $0 to $400 depending on the utility. Off-grid systems skip the interconnection fee.

VoltSol includes all permit costs in the total system price. You do not pay permit fees separately or get surprise bills during installation. The price we quote is the price you pay.

County-Specific Notes for Northern California

Fresno County uses traditional permitting with 2 to 3 week timelines. Roof-mount and ground-mount systems both require building and electrical permits. The county is piloting SolarAPP+ in some cities but has not rolled it out countywide yet.

Sacramento County has adopted SolarAPP+ in several cities including Elk Grove, Citrus Heights, and Rancho Cordova. Standard residential systems get instant approval. The county also offers traditional permitting for complex projects. Timelines range from same-day for SolarAPP+ to 3 to 4 weeks for manual review.

Stanislaus County (Modesto and surrounding areas) uses traditional permitting. Expect 2 to 4 week turnaround for plan review. The county is generally solar-friendly but requires detailed structural calculations for roof-mount systems on older homes.

San Joaquin County processes permits in 2 to 3 weeks. Fire setback requirements are stricter in rural areas with limited fire department access. VoltSol designs systems to meet these requirements and submits compliant plans upfront to avoid delays.

Frequently Asked Questions

Can I install solar without a permit in California?

No. Every solar installation in California requires at least a building permit and an electrical permit. Unpermitted solar can result in fines, forced removal, or insurance and home sale complications. Always permit your system.

How much do solar permits cost in California?

Permit fees typically range from $200 to $800 depending on jurisdiction and system size. VoltSol includes all permit costs in the quoted system price, so you do not pay separately.

What is SolarAPP+ and does my county use it?

SolarAPP+ is an instant permitting platform that approves eligible residential solar systems in minutes. Some Northern California cities use it, including parts of Sacramento County. VoltSol uses SolarAPP+ wherever available to speed up timelines.

Do off-grid solar systems need permits?

Yes. Off-grid systems still require building and electrical permits. You skip the utility interconnection process, but all structural and electrical work must be inspected and approved by the local building department.

What happens if my system fails inspection?

Your installer corrects the issue and schedules a re-inspection. Common issues include incorrect wire sizing, missing labels, or fire setback violations. VoltSol designs systems to pass inspection on the first visit and handles any corrections at no extra cost.
